Vision: Every Oakland County child is born healthy, is developmentally on track, is ready to succeed in school and reading proficiently by third grade.
Mission: To create and sustain a collaborative and coordinated community effort that provides culturally relevant and high quality services that support, empower and engage ALL Oakland County families and children as active members of the community from the prenatal period to age eight.
About Great Start Collaborative-Oakland (GSC-O):
Since Great Start Collaborative-Oakland began working to develop a comprehensive early childhood system in 2006, we have celebrated many accomplishments. This is due in large part to the daily work of our organization members and parents.
Our first three-year strategic plan and action agenda was written in 2008. Our second strategic plan (for 2011-2014) sharpened our focus on the three priorities of developmental screenings, strengthening families and child activity and nutrition. These priorities led us to more measurable objectives. We also formed a partnership with Oakland University of guide our measurement, data collection and analysis.
Our Great Start Parent Coalition has been meeting since 2007. We now have 50 core members led by a team of parent liaisons assigned to three geographic zones in Oakland County.
Monthly meetings are held providing information to parents on topics such as:
- Children's early learning and development
- Creating social connections
- Developmental screenings
- Strengthening families
- Children's activity and nutrition
The Parent Coalition also participates in at least 20 community outreach events every year.
In 2013, the Michigan Department of Education - Office of Great Start issued a statewide plan called Great Investment, Great Future that recommends that every Michigan child is:
- born healthy
- developmentally on-track from birth through third grade
- ready to succeed in school when they arrive
- reading proficiently by the end of third grade

Great Start Collaborative-Oakland (GSC-O) is committed to ensuring that all of Oakland County's youngest citizens and their families have access to services.
GSC-O is a partnership of local stakeholders and parents building a comprehensive early childhood system for our community, looking at all the factors that influence a child's readiness for school and life, including:
- Early care and education
- Physical and mental health
- Family support and parent education
